Task Description: Upgrade to MetaLib version 3.13

Status Comment: Both test and prod servers are now running v.3.13. A bug in the remote authentication code delayed the implementation of 3.13 on the production server for a month while the vendor fixed the problem. The MetaLib Transition Group will spend the Fall customizing the interface to take advantage of the new features in 3.13.
