Task Name: UPI conversion

Task Description: As part of the University's general effort to eliminate Social Security numbers from University databases, we are flipping active patron record identification numbers from SSN to UPI. Three related applications require modification for the UPI flip: the patron loader, bursar transfer and add patron barcode.
