Task Name: Add barcode program for University Badge replacement project

Task Description: The University implemented a systematic replacement of all id cards that still have social security based badge numbers. This application queries the campus ID system for these updates and then locates the corresponding record in Orbis, suspends the SSN based badge ID and adds the new ID.
